On 4th September there was a partial outage with ArcGIS On-line which affected some customers. Publishing solutions, the use of hosted function solutions and some other distinct functionality were impacted. The concern was restricted to specific parts of the infrastructure and this was reported on the ArcGIS Online Wellness Dashboard.
Unfortunately, some problems still remain which are affecting some consumers. We are functioning with Esri Inc to realize the causes of the issue and to resolve the ongoing issues as quickly as possible.

What happened :
Between 3:00AM and 6:45 PM PST Tuesday September 4, 2018 ArcGIS On the web seasoned continual intermittent problems with a subset of our infrastructure that gives hosted function services and spatial analysis.
Why did it come about :
The issue was due to a climate/lightning event which triggered electrical difficulties and a shutdown of part of the infrastructure with the Microsoft Azure South Central US area. This infrastructure shut down resulted in a subset of ArcGIS On the internet Solutions getting unavailable for publishing or viewing.
The ArcGIS Online operations team worked with Microsoft Azure in the course of the event to diagnose the dilemma and then began function on swift recovery. In the course of the investigation and recovery, the status of the concern was updated at status.arcgis.com until restoration was verified and tested. In parallel to the above activity we also triggered our Disaster Recovery process for restoring impacted services in a distinct region from database backups. The recovery of the original affected data center completed earlier.

Our solutions already run in High Availability mode covered by the SLA of Azure and take advantage of redundancy and fail over across a number of situations. We will investigate and take into account additional improvements once the root lead to evaluation from Microsoft has been released to strengthen the availability of our current deployments.
